I have the honour to inform you that I have recently had under consideration an extension of the employment of Asiatics in replacement of Europeans in the service of this Colony. My attention has been directed more particularly, in the first instance, to the Police Force, and to the question of engagement, with a view to possible ultimate promotion to higher rank than Asiatics have hitherto attained in the Force, of young men of good education and culture.

I am satisfied that the adoption of the scheme as explained in detail in later paragraphs will lead to very considerable eventual economy; but, as a period of training must elapse before the new recruits can enter on their duties, the European Contingent cannot be reduced pari passu, and the immediate result will be an increase in establishment.

In order to secure the right type of recruit, the Inspector General of Police has been in communication with headmasters of schools of standing in the Colony, from whom he will obtain lists of boys recommended for engagement in the Force on the score of their proficiency in English and Chinese, and in athletics. From lists so supplied the Inspector General of Police will select the requisite number for training.
